First of all, we have a lot of 2er drops in this deck. I would shaft the power a bit, too.
Valeron Outlander becomes another copy of Compost, Spectral Bears becomes Spectral Force (strong body and finisher).
Additional, I would shift the lands a bit in favor of the plains. The decks needs more white mana in the low lvl then any other color IMO.
Well, just some things which came into my mind when seeing the deck. Otherwise it's quite good

Oh, I totally forgot that I already posted a version of it o.O
Yes and at the same time it isn't. The first one is based on the snyergy with 'extort', while the secind one is slightly changed and based generally on the 'spell casted' way (Circu, Dimir Lobotomist, Consuming Aberration, Tablet of the Guilds, Talrand, Sky Summoner and Tidespout Tyrant), otherwise: yes, the generally theme is the same. Both base uppon getting spells casted via Cipher in order to trigger something.
I am still not sure, which version is better, tbh. Yet, I would include both Tablet of the Guilds and Circu, Dimir Lobotomist, no matter which variante you want to take
I could try to merge them a bit (Crypt Ghast is a very good card in both decks, yet I don't know if we need so many extort creatures ...)
then again, I was thinking - how about including at least one copy of Pontiff of Blight? Then some Crypt Ghasts (mana accelerator and extort improver), yet cutting all other extort creatures. Hm. Should I try to change the deck into what I have in mind?
EDIT: Do we have a medium mono B Zombie Tribal deck?
Otherwise it could be interesting having a deck based on low CMC zombies, Pontiff of Blight and Blood Scrivener. Additional some copies of Death Baron (deathtouch -> defending), Grave Defiler (fetching some zombies for ya), something along the line of Stillmoon Cavalier (dual prot and can get pumped/first strike. The only problem I see here is, that the AI could waste it's mana on it's pump ability rather then using it for extort)

3. Cards that profit from casting spells via Cipher: 14.
4. Cards that keep you alive until the mid game: 7 (Hands of Binding, Tablet of the Guilds and Basilica Screecher).
Solution: Drop cards of category 3 in favor of category 2 and 4. Hint: Basilica Screecher is in category 2, 3 and 4.

-2 Consuming Abberation (maybe? I mean, he is a fatty fatty in a short time, yet he is, more or less, lategame...)
and instead increase the Screecher by 3? to 4 copies in general?

Ah, I guess the AI wouldn't know how to use voidwalk (remove counter, remove enchantments, ...) anyway, right?

Blight Sickle: With Everlasting Torment not really needed (and Rustrazor Butcher and Phyrexian Crusader has wither by default)
Corrosive Mentor: not enough black creatures in this deck and, once again, Everlasting Torment.

Something between medium and hard. If it could be pushed, I#M sure, it could become hard, yaet I don't know how to push it besides giving it a mox and a sol ring (which wouldn't change that much IMO)
